Many--perhaps most--tattoo artists these days have websites. I'd try doing a Google Image search of keywords: dragon, tattoo, and the area where you live. It might help you find someone whose style you like, then you can go talk to him/her about what you'd like it to look like.
Any really good tattoo artist (and you what someone good for this one!) would love the chance to design something for you. It must make the job much more interesting for them when they get to utilize a bit of creativity rather than merely copying a design. "I'm a human Xerox machine! Oh joy."
